PirateBrowser is a bundle package of the Tor client (Vidalia), FireFox Portable browser (with foxyproxy addon) and some custom configs that allows you to circumvent censorship that certain countries such as Iran, North Korea, United Kingdom, The Netherlands, Belgium, Finland, Denmark, Italy and Ireland impose onto their citizens.

Tor browser is used for the deep web and it's slow as hell because of all the encryption.
So is this one any faster or????

The Tor Network is a heavily encrypted network, the deep web uses that network but you have to use the tor or similar browsers and know how to find the links etc.
The Pirate Bay browser is a customised version so you can download with good encryption but I think it still uses websites that are on the normal web and not on the deep web.
