NO the fairest method of voting is the single transferable vote.

You put the HM's in order you wish to evict.

IF no HM has 50% of the votes to evict the one with the least number of eviction votes is eliminated and and their second choice to evict becomes their first choice.

If still no HM has 50% again the hm with the least vote is removed and their vote transferred to the next hm on the list if not already evicted.

This is the fairest method and pretty simple to do.
