Well, transformers take down very high voltages, typically 22,000 volts, and if they fail, the wires that are meant to carry the domestic voltage to your door, 110v or 220v, may end up carrying 22,000 volts or more, and they can arc, like lighting, like you see in the video, ie, jump across the wires.

Tesla was really a fascinating character. He had the idea of a killer ray gun, and power being transmitted through the ionsphere, wirelessly. And there's some fantastic Art Deco art, if you google his image.
