Weeeeell... to be fair... first of all, the site itself admits this:
"Crime statistics are often better indicators of prevalence of law enforcement and willingness to report crime, than actual prevalence."
Secondly;
UK: 183,419 per 100,000 people
US: 560.1 per 100,000 people
:S this surely either has to be a misprint, or it's a case of a small percentage of people being charged a HUGE number of times.
Even if you're claiming that 1 in 10 people in the UK has drug charges against them (highly unlikely it's anywhere near that) ... that's 18 charges per person :joker:. The figure is surely less than 1 in 20 in reality. So more than 40 charges per person ON AVERAGE? And a large number of those would only have 1 charge meaning at the top end, there must be people with several HUNDRED drug charges in order for that figure to be correct.
I personally reckon that the number has been entered incorrectly and should be 1,834.19...
Either way, I'd be more concerned about all of this:
Murders committed by youths
UK: 139 USA: 8,226 <--- wtf.
Murders with firearms
UK: 14 USA: 9,369
Suicide rates in ages 15-24
UK: 6.7 per 100,000 people USA: 13.7 per 100,000 people
Suicide rates in ages 25-34
UK: 10.6 per 100,000 people USA: 15.3 per 100,000 people
Sort of puts "possession of a class B drug" charges into perspective...

I don't know that site so obviously I'm not going to trust their stats just because someone's provided a link. Who would?
