Vote to save makes sense, saves the entertaining characters and gets rid of the deadwood. Maybe in the next civilian one they could have vote to save for the first four weeks to get rid of boring housemates and then go to vote to evict or something - I like vote to evict, it adds tension, but in the early stages it leads to the wrong people going too early and that's why we end up with finalists who nobody really likes because they were never up for eviction to get rid of them, and even if they were up, people don't really feel strongly about them to vote to get rid of them...
