Big Brother's Vague and Weak Nomination Rule Change

How come on the Channel 4 show we were told straight out that the people win 2 or more nominations will face (single) then 3 or more (double) etc.

Now Channel 5 have kind of changed the rules so that the people they want out go up and the people who they don't want to leave have more chance of staying.

Should it had gone the normal single eviction way:

Liz (8) and Jim (7)

But now for some unfair and unclear reason

Liz (8), Jim (7), Jasmine (3) and Luisa (2)

Can anyone else see the obvious thing they are doin to get Jasmine and Luisa out or can anyone else enlighten me about these new rules
