Whether it's blatant like this or The Wanted making that music video referencing old boy bands or whether it's using a sample from an old song or something more subtle like referencing dance moves or stage sets, it's a very common practice and I don't think Katy Perry taking inspiration from a comic book is particularly noteworthy. Some of the outfits are near identical but some of them are just a bit coincidental - think how many thousands of outfits Katy Perry must have worn over the course of her career doing live shows, photo shoots, music videos, chat shows... of course there's going to be some overlap with SOMETHING.
