I think part of it is that he loves telling stories out of sync and with a bit of "timey wimey" (hate that phrase but it applies here) which works in a one episode story but ruins the show when told in a story arc.

I think with the Eleventh Doctor, his character was too "big" to let any others really develop, you rarely saw him take a backseat, with the Twelfth Doctor, he'll apparently be a little more subdued, hopefully letting other characters develop better.

I think part of it is that he loves telling stories out of sync and with a bit of "timey wimey" (hate that phrase but it applies here) which works in a one episode story but ruins the show when told in a story arc.
