They BETTER not. if they go back on their word everyone will be sceptical towards similar twists in future and it'll just seem pointless

If she continues with her bad behaviour then I think they will be justified in removing her pass, they couldn't just decide to take it off her, but as a punishment for constant rule breaking it would be fair...
