It is a ploy but not the way you think. Steven will be saved on Friday AFTER the public vote. Helen will be given the choice of giving her final pass to one of the 2 housemates with most votes. She will give it to Steven. The reason Pav was pushed by the 3 newbies was he is plan B, the expendable housemate in case Ashleigh does not receive 2nd highest number of votes.

They wouldn't unless they specify to the public that the housemate with most votes will be evicted. If they just say "vote for who you want to evict", they can do what they like

It would be completely wrong to word the eviction ads a slightly different way so that people still thought they were voting to get him out though, they would get fines for purposely misleading voters...

If they do this, it's almost stealing from the public. If the public are spending money they HAVE to get what they pay for.
