Crazy hateful bitch, although the man filming it was obviously thinking of the views and it got to the point when he was looking for a reaction.

It's really hard to judge the scene without seeing where he almost hit her car or nearly ran her off the road. It's clear she felt like her life was in danger from him.

And yea I don't think it helped him filming her and telling her to calm down. He should have stayed in his car.

But none of that excuses her insults or threats towards him, she had the ability to just drive away. But as Kizzy mentioned, maybe she was kinda in shock from whatever happened just before.
