Not if their terms and conditions let them do so. Their 11th term and condition is: Channel 5 may amend, suspend, withdraw, cancel or re-set the Vote for any reason at its sole discretion and at any time

Yes all the votes not just votes for one housemate fixing where money is involved is a criminal offence

That first one has missed the point that the housemates get on the show in the first place through these talent agencies. So of course one of them is going to win.

Only if caught. But BB's purposely vague rules and the fact that nothing is transparent makes it very easy them to fix these votes without anybody finding out.
