If you are from North Wales how about Cheshire Oaks? you have the cinema, arcade and bowling pretty much next to each other and loads of resturants across the road including Nandos.
Or head into Chester and pick between Rosies or Cruise, either way you'll end up in Go Freshco with a pizza and if you buy one of the fat slags in there a garlic bread she might give you a hand job behind the bins.

Your birthday is in Feb time? How about London, Bristol, Cardiff or Brighton?
..what about an experience day out..?..I know a few places will be closed in the winter like the theme parks but there is dry ski slopes, paint balling etc..?..or just have a big slumber party/sleepover or campout...campouts are fun in the winter....
..but like Ben said, a day out in London..there is so many places you can visit free and fit it with your budget...
