They'd obviously have to change a few things but they could easily do it while staying true to the general idea.

it could work but it would need to be branded differently, part of the whole hype of the show is seeing the celebrities. Maybe if people are nominated by family and friends to enter some new reality show not knowing they will be put in the jungle for a number of weeks?
It could work!

I would love to see a civilian version but I couldn't see it being a hit.
I vision it being something the producers do when the celeb version ratings start to plummet, and the civilian version will just be one flop of a series getting very few viewers.

They'd need to do it similar to Survivor but by keeping it in the camp
UK culture is now obsessed with celebrities, the 'normal people on TV' thing no longer captures interest, notice how civlian Big Brother, X-Factor and Britain's Got Talent are declining in viewers year after yet yet shows like Strictly Come Dancing, I'm A Celebrity and Celebrity Big Brother show to perform well with ratings? It's now the celebrity culture, and part of the appeal is seeing celebrities who are living the high life normally be subjected to camping for 3 weeks and eating animal penises. So no, I don't think a civilian version would work.

I doubt it will work nowadays. Maybe it would of ten years ago.
But these days the people will just be looking for fame, like most of the housemates in Big Brother.
