I dont get what you mean by 'mocking' homosexuality.
- There isnt a certain way of acting homosexual to even mock it. Everyone is different, thats just as generic and saying im going to 'mock' a human being and the way they act.

As with anything else, it's all about intent. If the intention is to be humorous then okay. If it's meant as an attack, then no, it's not okay.

As long as they did not harass or bully a gay person or discriminate, no.

It's as simple as this. When something is malicious, it often presents itself as blatantly so. it's pretty obvious when something is and isn't offensive.

You could be like "haha you like boys" or "haha homos are ugly that's why they're homos" or "eww homo it's contagious run" or "don't stair at the Homs Jimmy" or "haha homo's are lame or "haha god hates fags" or "die homo" or something like that idk.

I know they can, but with someone like that you can ignore them.
The homophobics to watch out for are the ones that will harass you for being gay, and in some cases do even worse.

In my city, and I should also say country since the case went all the way to the supreme court, there was a rather famous case of a man standing on street corners and harassing people at our University with his hate speeches towards homosexuals.
He was tried by our various court systems as he appealed the ruling against him based on freedom of speech laws, but in the end he lost.
http://news.nationalpost.com/2013/02/27/supreme-court-upholds-canadas-hate-speech-laws-in-case-involving-anti-gay-crusader/
Now, what he did was not "mocking" gay people, but it does address the op's question of freedom of speech. Freedom of speech allowed should not be upheld if it insights hatred to a group of individuals based on their race, religion, sexual preferences etc.
