I have a solution
4 Army Snipers on shifts
1 Sniper shoot the Camera and GPS section
Another Sniper shoot the battery pack
then it drops to the ground.

Prison Officers then collect it.

The Prison Officers are AWARE of it but under orders to 'turn a blind eye' in order to keep 'a lid on the powder keg'.

Drones are just the latest technological advance on tennis balls packed full of drugs being thrown over walls into prisons.
