Chloe is a 25 year old woman, not a little girl like she pretends to be. Her behaviour is extraordinary and nothing to be proud of.
Joel is just a loud mouthed exhibitionist, I have zero time for him
Simon is simply winding them up, because he knows if he pushes Chloe's buttons, she will shoot herself in the foot.

Joel attacks when he believes someone is vulnerable. He lays in wait to do so. He saw that Simon was embattled and wanted to pile on. He had no idea what the argument was about, but badgered Simon into an argument anyway because it's politically advantageous to do so. He's a vicious, calculating little twerp.
Chloe wants to attack from within the safety of a group. Anytime someone uses the pronoun 'we' in an argument, that is their goal. "We think you're weird." The tears were the cue for the other girls to reinforce her position.
The group conversation in the garden was just a more subdued version of the earlier gang-up. The resolution at the end was "okay you're going to stop being so terrible, right Simon?" Without anyone else's negative behaviour being acknowledged.

I don't think it was handled well at all. Chloe walked in on a conversation between Simon and Danny albeit it was about her...she got involved and started shouting her mouth off. He doesn't like her and she doesn't like him..she could have handled it better.
As for Joel...he just laid into Simon to defend a friend as though Simon had no right to express an opinion. Joel just trying too hard to be the man of reason but he actually wasn't....
