Eviction show vote line freezing

Why do they freeze lines some weeks and not others. There have been shows with 4+ nominees and Davina/Brian/Emma has immediately announced the evictee.

Will producers freeze voting if Marc has most evict votes (probably against Jack) to give fans a chance to keep him in? If it's Jack whose bottom phone probably won't be frozen?

I've seen them freeze the vote lines on a majority of eviction shows where there are a large number of people up for eviction.
