What is wrong with Steve?

I'm catching up on a bit of Live Feed, and I saw Steve playing Chess with James speaking in a high pitch voice, and having weird mannerisms that kind of reminded me of someone with a mental condition.

I don't mean to be rude about the guy as he seems alright to me and sometimes can be amusing, but I'm starting to understand why the other HG's are struggling to live with him.
