Ultimately the club is her boss not Jose. So she did her job and he got annoyed because a game is more important to him than the player's health. Hazard called for her so it's his problem if he changed his mind / it turned out to be nothing major. It's a silly decision but not anything to do with gender, it's just made the news because of it.
