Who else could they get though realistically. Most proper celebs wouldn't touch the show with a bargepole. TOWIE/GS and such are the only ones willing to do it (filler, if you will...). Would we rather have a house full of Bobby Sabel and Jeremys? Or filled to the brim with people 'famous' for having sex in public?

It is a bit unfair on the other housemates though that generally, someone off one of those shows will do well even for doing nothing at all.
