No way will that new extension just be task rooms - that would be a huge waste of money and a waste of space. They'll have just said that in the proposals as they're probably still figuring out the layout of the house (in the committee report where Blagger probably got this it also said that they're still designing the outdoor eviction set).

Depends on how they're used I suppose. The very few instances where I've been entertained by a C5 task have used them - the Quarantine, the haunted hospital - so if there's more space to work with then it could be beneficial.

And any time they drift away from a "sit on the sofas and listen to these clips we're going to play you of people bitching about you, for the drama x" task the better.

They wouldn't just use a brand new two-story extension for task rooms. The layout of the House is most likely still being decided. I can see them removing the original task rooms out of the main house at the moment and into the new extension but not adding extra ones.
