Just finished watching, it's VERY good, very excited for XV itself now. Watching the anime makes you quite invested in Insomnia too, so its worth watching that before hand.

I thought it was okay. Very pretty but that's about it.

I think the thing about it, is, as a standalone film it'd be pretty average, but with is being part of the grander FFXV storyline, its fantastic.
