Some might work because they always seem to cut off sometimes. They're for both Photoshop and PSP, more PS though.

Fonts
http://www.1001freefonts.com/
http://www.dafont.com/

Tutorial sites
http://star-girl.org/pages/tutorials/jasc.php

Textures
http://revitalizedview.com/bedazzling/textures.php
www.free-textures.com
www.ofthesky.net/tre-xture.html

That site is for PSP 8 & 9 only.

I'll add more when I find them.

How to use font's on PSP!

1. Download the font you want.
2. Once downloaded, go to the file where you saved/downloaded it to.
3. Right click the zipped folder and click extract all.
3. Then a thing should pop up, but just keep clicking yes untill it's done.
4. Then an unzipped folder should pop up, with the font inside.
5. Delete the zipped folder you downloaded.
6. Everytime you wish to use this font, just simply open it and it should work on PSP.

--------------------------------------------

How to get your fonts into Photoshop!

1. When you download your font, save it to the proper file following this order:
My Computer > C: > Program Files > Common Files > Adobe > Fonts
2. Once it's placed in that file, open photoshop and click the drop box where your fonts are.
3. Your new font should appear!

Where's the zipped folder Mark? I've saved the font I've downloaded within My PSP files, by the way.

When you download it, it should be saved in a zipped folder. A folder with a zip on it.

Open it up, and there should be a blue icon inside. That's your font.
