There's no specific benchmark number of seasons you need to have for an All Stars, it depends on the quality of your alumni in a particular reality show

I don't think you've seen all four seasons, but I can assure you a stellar full All Star cast could be assembled from the existing pool of houseguests. There's at least three locks in almost every season, and plenty of others who could justifiably make the cut

If it was originally internationals, but a few probably wanted too much money. It's rumored that they couldn't do full all stars with the people they wanted (like Emmett/Jillian) If these things are true then they honestly should have just done full newbies. But it seems like Global is following the CBS route early.
