Are you sure it is not Windows Phone 8.1 being retired, or is that what you meant? https://www.windowscentral.com/skype-windows-phone-rt-and-tv-be-retired-july-1

James they sent the Email to my other 8.1 Computer
[We’ve noticed that you are, or previously were, using Skype on Windows Phone 8, Windows Phone 8.1, Messaging app for Windows 10 Mobile, Windows RT or a TV. We’re sorry to inform you that we will be permanently retiring these versions of Skype. As a result, after July 1, 2017, you will no longer be able to sign in to these versions of Skype.
Recently started using Skype on another device? Great, you can ignore this email.]

Yeah, it is Skype for Windows Phone 8.1 being retired, not Windows 8.1.

You can use anything to video call these days and most people are using discord or social media for IM, so it's not a surprise. It's sad though, I used Skype a lot over the years.
