People who park their cars on walkways

It really annoys me so much, I have started walking home from college and on a busy road I have to get off the public walk way to get past cars parked so close to the hedge you literally can't get past. I saw a woman with a baby buggy today have to get in the road twice.

I drive and I would never dream of obstructing a foot path.
