Anyone remember Saddam's airforce, that was supposed to be highly trained and using the latest technology. It was completely useless because any time a pilot tried to take off, his plane was immediately shot down. Also, these things particularly the russian planes, need huge levels of on going maintenance to keep them airworthy, and NK just dont have the resources or the supply chain for that.

Seriously though: China is not going to let us set off Nukes in a neighbouring country. Nor will they allow a conventional war that would result in American military bases next door to them. China has seen the way the U.S is destroying the ME to set up bases and seize resource contracts. Allowing the U.S to turn NK into another of our military colonies would threaten all future endeavours at global supremacy and so I believe, if their hand is forced by the U.S, they will respond with appropriate military action.
