This letter comes off as more than a little butthurt. Seems a bit obsessive to be this fixated for so long especially when we are talking about high school. I mean, people do change, but if they're not in your life causing you problems now, then there's no real reason for them to be creating rumors about the other person way after the fact... I feel bad for the guy if it was as bad as he claims, but he should move on from the past.
