The sensible response is that it should be illegal, but where does one draw the line. Taking any picture without the subjects permission should really be an offense, because what is that image then going to be used for apart from it being an invasion of privacy.

But there's a whole muddle around stalking, voyeurism etc. There was a case of someone being filmed through the window of his house by someone he'd had a disagreement with. The police told him that peeking, or even filming through someone's window is not an arrestable offence unless it's proven that it was being done for voyeuristic purposes.
