What Program do you Use?

I am looking to make a Big Brother eye but would like to know what sort of programs people use. I have a few in mind but would like to know what is the easiest for a Big Brother eye as I've never created one before.

If you're talking about vector/logo work, then something like Illustrator or Affinity Designer would be what I would use along those lines...

Affinity Designer is the affordable option.

I typically use paintshop pro for my designs but I’ve never made an eye.
