Someone I know, his son ran away, he is 14 was missing for 4 days police found him and phoned his dad but said they could not force him to get in their car because it was against his human rights.

Yeah, they generally can't intervene but they'd phone the parents and inform them of the child's location. Four days though, must have been so worrying for the parents...
