You cant download them as they are commercial but you can use a freeware application called DrawPlus v4 (http://www.freeserifsoftware.com/software/DrawPlus/default.asp)

You can download fully functional trial versions of Photoshop, Paint Shop Pro, etc. from their respective official websites. You can also pick up brand new copies of older versions of PSP on Amazon for around £10.00 which will do everything you'd need, plus Animation Shop 3 included for making animated .gifs for avatars, etc.
