No, the HBO tweet itself was pretty lame. I don't think they could be serious, because others have pulled off similar tweets and they probably benefit quite a bit from the free publicity.

The HBO tweet was probably written that way to create "controversy", i.e. generate headlines... "oh look, HBO is going after Donald Trump... get 'em!" "How dare those Hollywood libtards go after Trump when Obama did the same thing" etc... everyone involved knows exactly what they are doing.
