Yeah, it seems obvious to me that is what it meant: using the Moon as a staging post to eventually get to Mars.

I think Twitter is a very stupid and limited tool for discussing politics and policies. It's not great development that it has become such an important thing. It was originally only supposed to be a micro-blogging site eg. broadcasting what you were up to in a few words.
