On a similar note, I just find it quite cool when you see street lights turn off or on, but ESPECIALLY off. Like when you've been awake all night and you notice it getting lighter and the street lights turning off in front of your own eyes... very nice

it's both and in some cases they will say it's to stop light pollution to save money.

There are arguments for and against. One could easily say that very few people benefit from lights being on in the middle of the night and its just not economically efficient. In terms of global warming, switching off the lights even for a few hours will do wonders for the environmental targets
