The World Anti-Doping Agency have gave them a 4 year ban which will include the 2020 Olympics and 2022 World Cup.

Athlete who prove they have never doped will be allowed to compete as a neutral

as if you would ever ban team usa since some use doping there too, and what to think about rest of the world, many use doping (sometimes it is a must to use doping with certain extreme sports events)

Every Country has used doping methods at some point or another.

However I don't think any Country does it as often as Russia who I can't even take seriously at any event anymore.
