If you mean it's a doggo that's trying to get to you all enthusiastic to say hello and it's owner is trying to keep it back out of politeness (me on every dog walk D: ) then sure go for it.

Don't go harassing people's dogs that are minding their own business though :joker:.

Seriously though, mine would hug every person she passes, its ridiculous. A couple stopped and started fussing over her a few days ago and she got so excited I thought she was going to burst.
