The three tier system isn't inherently confusing... the problem is that it isn't actually a three tier system and there already seems to be at least 5 tiers :think:.

it's silly to have a tier system where the lowest level has restrictions when it should have none and a maximum tier that doesn't close everything down in the affected region. it's a sort of middling set of tiers that don't really differ much from each other. I think it's stupid

I don't necessarily find it confusing, but it's not exactly being implemented in a clear or consistent way. I'd go with Sir Keir and just do a "circuit breaker"

But England has at least 4 tiers, because they have multiple places on the same tier with different rules :umm2:.
