To be fair the road tax is more accurately an emissions tax, as it scales based on a car's expected pollution emissions. So unless the cyclist is farting his way along the street...

Why think at all with a closed mind like this?

Because the world needs to think about the expense on the planet of driving your car/truck/suv. Not only this, but cycling doesn't wear down road infrastructure like vehicles do, and all cyclists are citizens, homeowners, and taxpayers in the jurisdictions they live so they do pay for roads. Further to that, they are healthier and less dependent on the Healthcare industry, but contribute equally in taxes to it. They have less money tied into an expensive motor operated vehicle and therefore they have more spending money to use within their communities that aids in local economy. And from being involved in several community organizations that are cycle oriented, the are contibuters to the communities they live in and local business.

So I think the real question is, why do you think riding a bike should lead to someone having less access to roads, infrastructure, or value in a society?
