The Tour de France route is 2000 miles long. It's not practical to have barriers along the whole way.

I do have sympathy for her, a big organisation basically threatening to sue (and therefore ruin) someone's life is not a good look. It makes them look like bullies, especially considering they didn't take the right safety measures in keeping the crowds away from the track. If you're gonna host a race, it's down to you to uphold health and safety for all involved. Where were the officials? The barriers? Anyone to stop people from getting too close?
Yes next year no one should be that close
to any road.
