They're ranked 7th of all time in terms of medal count, so, they really should be in the list.

Russia do attend, under the ROC name, and with olympic flag rather than russian flag

because of their doping ban thing, they cannot take part under russian flag etc

we also have the ROT and that is the Refugee Olympic Team

didn't include them either but will be interesting to see if a few might be able to have a go at a chance at some medal
