Barcelona say Lionel Messi will not be staying at the club "because of financial and structural obstacles".
Messi, 34, has been a free agent since 1 July when his contract expired.
He agreed a new deal on reduced wages with club two weeks later, but it was dependent on Barca selling players to afford his salary.
"Both parties deeply regret that the wishes of the player and the club will ultimately not be fulfilled," the club said.
Barcelona said Messi was poised to extend his 21-year career with the club by signing the deal on Thursday, and blame La Liga for the failure to do so.
"Despite FC Barcelona and Lionel Messi having reached an agreement and the clear intention of both parties to sign a new contract today, this cannot happen because of financial and structural obstacles [Spanish La Liga regulations]," the club said.
"FC Barcelona wholeheartedly expresses its gratitude to the player for his contribution to the aggrandisement of the club and wishes him all the very best for the future in his personal and professional life."

it's related to la liga fair play rules, and they couldn't get their wage bill down enough even with messi taking a pay cut. They are in a financial mess which probably means they are just not viable going forward ... time will tell

they all have to abide by financial fair play, so if the club can afford it through its income then its fine.
The reason Barca came undone was because they have made huge losses and are heavily in debt, so the spanish league wouldnt allow the contract. Thats why they are still insisting on the super league, it's the only thing that will save them now. PSG have picked up loads of players on free transfers, so they can then afford a higher salary

The other side to that is that Messi has stayed with a rather poor Barcelona for the last 5+ years whereas FakeRonaldo has simply jumped from one totally dominant team - ManU to Real Madrid ( 4 CL titles etc ) to a Juventus who’d just won the league for ten years straight...
Messi is favourite to win his record breaking 7th Balon D’or in the coming months .. leaving CRonaldo in his wake ..
