Defence Secretary Ben Wallace has rejected claims the UK government blocked a flight to rescue staff and animals from a shelter in Kabul.
Mr Wallace said he was not prepared to prioritise animals ahead of the evacuation of people "in real danger".
Paul "Pen" Farthing accused the Ministry of Defence of cutting him off after supporters raised funds for a cargo plane.
But Mr Wallace said he couldn't push them through Taliban checks or crowds.

Mr Farthing founded the Nowzad animal shelter in the Afghan capital, rescuing dogs, cats and donkeys after serving with the British Army in Afghanistan in the mid-2000s.
Mr Wallace said he had been offered a route out of Kabul as a British passport holder but if the cargo plane landed it would be waiting "hours and hours" for him and his staff to get through thousands of people queuing to escape the country.
"This is about whether the people who work for him and his rescue pets or animals can make it through the Taliban checkpoints, the crowds, the people in front of him in the queue," he added.
"Thousands and thousands of people, some of whom are under really, really direct threat, very dangerous threat because of what they did during the last 20 years, and they have a right to get on a plane as much as anyone else.
"So therefore our priority is getting those people processed and I simply can't push those people out of the way to allow through some of those other cases."
Mr Farthing hit back, telling Mr Wallace on Twitter: "You picked on the wrong person to back down. I served 22 years as a Royal Marine. We don't quit."
In another tweet, he added: "I have been left to fend for myself in Kabul...22-year Marine left behind lines...neither my staff or animals will now get out."
But Mr Wallace told Sky News: "I'm not prepared to prioritise pets over people.
"It is just not going to be the case that I will prioritise them over the men, women and children that we see in desperate need at the gate. I regret that but I don't believe the Taliban's main point of target will be his workforce and indeed the pets and the animals he is looking after compared to some of those other people desperate in front of the queue."
The defence secretary said Mr Farthing's staff had been offered a route out of Kabul but he could not guarantee they would be processed on to aircraft "in this window".

If penny farthing has paid for a plane then whatever he wants in the plane should be on the plane.

Britain's defence minister has offered a glimmer of hope for a former Royal Marine seeking to secure the passage of 200 dogs and cats alongside his animal shelter staff out of Afghanistan.
Paul Farthing, known as Pen, founded the Nowzad shelter in Kabul after serving with the British army in Afghanistan in the mid-2000s, with the organisation rescuing dogs, cats and donkeys.
Since the collapse of the Afghan government, he has campaigned to have his staff and their families as well as 140 dogs and 60 cats evacuated from the country in a plan he has dubbed Operation Ark.
Mr Farthing has waged a campaign backed by celebrities including comedian Ricky Gervais, complaining at the UK defence ministry's stance.
On Monday, Mr Farthing said the British government had granted visas for all his staff and their dependants - totalling 68 people - but the evacuation of the shelter's animals has remained a sticking point.
Defence Secretary Ben Wallace had insisted the animals would have to wait behind since the UK would prioritise the evacuation of people aboard RAF flights out of Kabul.
Nowzad supporters yesterday announced a privately chartered Airbus A330 - funded by donations - was on standby to fly to Kabul to rescue the group's workers and animals.
But Mr Wallace said this was still not a "magic wand".

So many Taliban checkpoints, maybe they can do it if it is just him and two or three staff, they must be all exhausted mentally and physically now especially after being so close, I couldn't blame him and his staff if he got on a plane with his staff, tragic

Ex-Royal Marine Pen Farthing has criticised US President Joe Biden after paperwork delays prevented him from boarding a flight at Kabul Airport before terrorists struck.
The 52-year-old, from Plymouth, has been fighting to get his charity workers and rescue animals out of Afghanistan following the Taliban’s takeover earlier this month.
But after arriving at the airport on August 26, the former serviceman said he and his team were “safely inside” before being turned away “into the chaos”.
He was referring to the terror attacks which took place at one of the airport’s entrances, killing dozens of civilians and US military personnel.
‘Went through hell to get there’
“The whole team and dogs and cats were safely inside the airport perimeter,” Farthing tweeted earlier today (August 27).
“We were turned away as Joe Biden had changed paperwork rules just two hours earlier.
Went through hell to get there and we were turned away into the chaos of those devastating explosions.
In an earlier interview, Farthing had suggested his evacuation mission had ended.
He also told reporters his convoy vehicle - used to transport his team and animals - was targeted by terrorists during the attacks.
"All of a sudden we heard gunshots and our vehicle was targeted,” he said.
"Had our driver not turned around he would have been shot in the head by a man with an AK-47.
"We've been in the airport, and back out of the airport; the whole thing's a mess."

So easy to say that from the comfort of the UK, he has bonds with his staff and the animals, his wife and a pregnant staff member got out over a week ago, he could have left then , a brave man who has stood by his staff and animals, I doubt there are few ordinary citizens linked with the West still in Kabul who are not fearful for their lives

His whole plan in Afghanistan with the sanctuary was admiral, but overall unmanageable and as heart warming a thing to do as it was, it was also as pointless as getting a leg up onto the paddle of a penny farthing.
I hope he is safe, wherever the hell he is..we do need eccentrics in the uk, and he sounds like one to me.
He should have saved the afgahn goats first, imo.

Mr Farthing, real name Paul, is a 52-year-old former Royal Marines commando from Plymouth, who went on to found the Nowzad Dogs charity in Kabul.
He was deployed to Afghanistan in 2006 during Operation Herrick 5 with K Coy, 42 Commando Royal Marines.
There he met a fighting dog called Nowzad – after the town he was staying in – who became the catalyst for his charity.
Nowzad seeks to reunite servicemen with the dogs and cats they befriend while serving, and humanely control Kabul’s stray dog and cat population using trap-neuter-vaccinate-return (TNVR) methods.
Nowzad has now helped and rehomed more than 1,700 animals – many of them with soldiers who formed bonds with them on the front lines during their deployment. The charity has also trained more than 500 veterinary students in Kabul over the years.
Mr Farthing and his wife Kaisa Markhus had been travelling back and forth between their Exeter home and Afghanistan, but they were trapped in the central Asian country early last year when the pandemic hit.
Mr Farthing announced in the media that he has 130 spare seats for Afghans who have permission to travel to the UK. The Taliban‘s spokesperson said the group will stop Afghans from fleeing the country.
He told i on Wednesday : “I’ve had lots of Afghans trying to reach me, they’ve been coming to my door. It’s been overwhelming.”
He added that he refuses to leave his staff and animals behind.
“My staff and animals are in danger too. My employees have teenage daughters. They are afraid they will be forced to marry fighters and kept as sex slaves,” he said.
“I had to make the agonising decision to put to sleep 17 of my dogs and release 25 on to the streets. We simply haven’t got the room on the plane. We chose to euthanise the older ones and let go the fittest who are the most feral.
“It was heartbreaking making that list and myself and my staff shed tears. I can’t leave the rest. Many of them will not survive on the streets. Dog fighting is rife here.”

When his wife got out her plane left half empty...so saying his animals who were in the hold stopped people getting out is nonsense imo
