Oh it's petty, for sure. And it's not like they're a private business refusing service to a would-be customer, that sort of thing shouldn't apply to publicly funded bodies.

He's perfectly entitled to wear a sign round his neck criticising the council. I'd be interested to know which member of council staff refused him access to a toilet and why.

Yes, he was entitled to wear it.
He could of just equally have gone in repeatedly saying the Council were corrupt.

No way should any attempt have been made to stop him using the toilet.

Better him wearing the board and using the proper place for the toilet, than leaving a more stronger message on the Council offices.

They'd have had something to moan at then.
Ridiculous to try to stop him using the toilet.
