Bringing accusations of racism into it doesn't help especially as it's Rochdale, the fact that a child died due to their negligence is more than enough.

they were a new family from a hot place with no knowledge of our climate or ventilation

A friend of mine ~ through no fault of her own , was made homeless last week. 3 of them moved to a one bed flat in Mary Seacole Court ! of all places and the cooker did not work and 2nd morning she was running alive with cockroaches ! Fair play the council did move her to another flat there but the place has no Wi-fi and she has to fill out any amount of forms for the council ! she is unable to get any post forwarded as there are no mail or letter boxes in the place. I think many councils have passsed the buck to Housing associations who are as bad a most councils.

Poor Bairn.
Looking at the pictures of the mould around the radiator I reckon lack of ventilating the room whilst drying clothes will be a big contribution.
If you paint over mould it should be an anti fungal and mould paint, perhaps this wasn’t explained in detail.
