They can't do that.
Russia, the USA, China and Israel plus some others aren't signed up to the ICC.

For as long as Putin is in power and stays in Russia nothing can be done.
It's down to other States to arrest him were he to leave Russia and be in a State signed up to the ICC.

It does feel a bit symbolic, but how do arrests by the ICC even work? Would he be Mirandised etc? Can any officer of the law arrest him for the ICC?
