I'd like to think they'd move aside for any 999 Services which needed to get through, but I know to not give anyone too much credit.

Sure, but if the shufflers were removed from the road, the traffic could go at a proper pace, allowing the emergency vehicles to arrive quicker than they would without the shuffflers being there.
