I 100% disagree - while it's not great that she was refusing to engage in even meeting the new partner with (as far as we know) no real reason other than it being painful for her, the answer to that is talking it through and trying to get to a place where she's OK with it.

It is NOT OK that after her expressing she wasn't ready to meet this partner, they ambushed her not only with a meeting, but an over-night stay and then they refused to let her leave. She may only be 13 but she's allowed to have that boundary. They shouldn't have ambushed her selfishly in the first place - and as soon as she said "No I don't want to stay with her here" they should either have had the girlfriend leave for the night, or arranged for the girl to go home. Again that doesn't mean they're OK with it and they could have serious conversations with her about it after that point. But forcing it like that is a major red flag.
