If they didn't impose custodial sentences on like theft only crimes then they'd have way more places available for the violent offenders who are the biggest danger to society.

Make those guilty of theft do free work for whoever individual or company they've offended against.

Leave prison cells for all violent offenders, rapists, child molesters and murderers.
No need for any new prisons then, there'd be more than enough places already.
